MORAGA, Contra Costa County — October 25, 2026. Moraga households using Republic Services should check that their black landfill cart lids close properly before collection. A new fee for excess trash is scheduled to begin on November 1, 2026, according to the town’s municipal news announcements.

How much is the new charge?

The $10 fee applies per occurrence when a black landfill cart is overfilled, the town says. A household that repeatedly places an overfilled black cart for collection could therefore face multiple charges. This is not a $10 monthly surcharge announced for everyone, and this article does not assume that the fee has already appeared on residents’ bills before November 1.

What about blue and green carts?

The public notice explicitly excludes the blue recycling and green organics carts from the new landfill-cart overfill fee. That does not mean all materials can be put into either cart without following sorting rules. The municipality asks residents to keep the black-cart lid closed and sort recyclable or organic materials into the appropriate containers.

What if a household produces more garbage?

Residents who regularly generate more landfill waste than fits their standard black bin are advised to consider a larger cart or investigate other permitted disposal options. The town refers residents to RecycleSmart for information about allowable recycling and organics and about extra disposal services. It also points to biannual Reuse & Cleanup Days and free on-call curbside services for eligible single-family homes.

Why is the change happening?

The town’s explanation connects properly closed cart lids and proper sorting with reliable waste collection, employee safety and equipment performance. The notice does not provide a new independent financial study or specify a revenue target for the fee. Claims about how much the change will raise would require separate billing and collection records.

Who can answer billing questions?

Residents can contact Republic Services at 925-685-4711 about account billing, requests for a larger black cart and how the fee will be assessed. Anyone charged in error should ask the service provider about the documentation needed to review a charge. You can also check the Town of Moraga official notice archive for revised instructions.
